Background
The Nigeria Industrial Revolution Plan (NIRP) is a five-year government plan to accelerate the industrial capacity within Nigeria. The plan aims to increase manufacturing’s contribution to GDP by 10% within the period. The plan is to drive a process of intense industrialization on sectors where Nigeria has comparative advantage.

The United Nations Industrial Development Organization (UNIDO), in conjunction with the Federal Ministry of Industry Trade and Investment (FMITI), runs the Nigeria Industrial Revolution Plan (NIRP) Project Secretariat under the project Capacity strengthening for sustainable industrial development in Nigeria. The entity, set up by the UNIDO project, focuses on capacity strengthening for sustainable industrial development in Nigeria. The aim of the overall project is to contribute to the main goals of the government’s NIRP to spur economic diversification, industrial growth, job creation, and sustainable livelihoods. The NIRPPS is located in the FMITI, Old Federal Secretariat, Garki, Abuja.
The project conducts capacity building activities for the FMITI and puts procedures in place that allow NIRP Project Secretariat officers to generate pilot projects under NIRP priority sectors. More specifically, the project aims to support NIRP implementation. The NIRP Project Secretariat has already started to develop two pilot projects in the areas of leatherand sustainable tomato production. For instance, a recent leather inception mission was carried out in Sokoto State. Consequent to the inception mission, the team has embarked on generating an action plan for leather in Sokoto State.
Mandate and Goals
The NIRP Project Secretariat seeks to strengthen the capacity of FMITI staff to drive a process of industrialization in selected sectors where Nigeria has comparative and competitive advantage
The overall goal of the NIRP Project Secretariat is to provide support that will eventually lead to an increase in manufacturing’s contribution to GDP, as well as to help diversify the economy, reduce dependence on imports, create jobs and broaden the tax base.

Dr. Okechukwu E. Enelamah
Honourable Minister of Industry, Trade and Investment.
Dr. Okechukwu E. Enelamah’s vision as Honourable Minister of Industry, Trade and Investment is to work in partnership with all the relevant stakeholders – government, private sector, agencies; to boost Nigeria’s investment attractiveness.
Prior to taking office as Minister of Industry, Trade and Investment in 2015, Dr. Enelamah had an extensive private sector experience spanning 27 years in finance, consulting , Auditing ( Arthur Anderson & Co.) and private equity. He was the Chief Executive Officer (C.E.O) of Africa Capital Alliance.
Mr. Enelamah holds a Bachelor of Medicine, Bachelor of Surgery (MBBS) degree from the University of Nigeria (1985), and a Master’s in Business Administration (MBA) from the Harvard University Graduate School of Business (1994). He is also a Chartered Accountant (1992), and a Chartered Financial Analyst (CFA) (1997).
Aisha Abubakar
Honourable Minister of State for Industry, Trade and Investment
The Honourable Minister of State is a multi-disciplinary professional with a strong background in SME Development, Microfinance Development, Resource management, Programme Development and Monitoring, Strategy, Public policy, innovation, General Administration and Human Resource Management as well as strong institutional outreach and linkages.
She has an MA (HONS), Development Studies- University of Leeds, England and a BA (HONS), Politics and International studies, University of Warwick, England.
Aisha Abubakar has attended several local and international trainings in Strategic Management, Economic Development, and other Leadership courses, conferences and seminars.
Mr. Aminu Aliyu Bisalla
Permanent Secretary, Federal Ministry of Industry, Trade and Investment
Mr. Aminu Aliyu Bisalla born on 23 /07/1959 joined the Nigerian Civil Service in 2000 after a career in education and the banking sector.
Prior to his deployment as Permanent Secretary to the Federal Ministry of Industry Trade and Investment in 2015, Mr. Bisalla was a Chief Accountant in 2000, Executive Director (Finance and Accounts) Federal Roads Maintenance Agency (FERMA) 2006-2009.
Mr. Aminu Aliyu Bisalla is a member of many professional Associations including the Nigerian Institute of Management (NIM), Chartered Institute of Taxation of Nigeria (CITN), the Institute of Chartered Management Accountants (ICMA) and the American Management Association.
